Session Description: Los Angeles World Airports (LAWA) owns, operates and maintains billions of dollars of assets. For a variety of reasons, LAWA fell behind in capital reinvestment and was incurring significant operation and maintenance expenses.

LAWA executive director Gina Marie Lindsey arrived in 2007 and significant operational and business development change was initiated. In 2009, LAWA began investing in new state-of-the-art facilities and systems. Session speaker Michael Feldman was brought in to build a new comprehensive owner organization to accept these new facilities and assets.  Some of the challenges included:

  • Age and condition of many facilities and systems were approaching end of useful life;
  • Adapting best practices into daily routines;
  • Shifting from reactive/emergency repair to proactive preventive maintenance;
  • Lack of metrics and systems to improve performance;
  • Major terminal renewal and modernization had strong internal and external support without total cost knowledge or focus.

Over the last three years, facility management terminology, education and concepts have been integrated into all lines of business at LAWA.  Facility management at LAWA requires teamwork and seamless coordination across all divisions. Learn what this team is doing to ensure that their people are well prepared and equipped, to efficiently manage and maintain LAWA facilities, to proactively manage each dollar of budget authority, and to remain accountable and innovative.

    Michael D. Feldman is the deputy executive director over facility management at Los Angeles World Airports (LAWA), and has been involved in airport planning, development, operations and management for 33 years. LAWA is a proprietary department of the City of Los Angeles that owns and operates Los Angeles International Airport (LAX), Ontario International Airport (ONT) and Van Nuys Airport. Michael is responsible for asset management, facilities engineering, utilities management, environmental management and compliance, and comprehensive maintenance and custodial services. Prior to LAWA, he was deputy managing director of aviation facilities and environmental programs for Sea-Tac International Airport for 10 years. He built an integrated facility management and maintenance organization and championed a sustainability program that reduced operating costs and environmental implications of airport operations. He has served on IFMA’s board of directors since 2010, and currently chairs IFMA’s Education Committee.
